Description:
The ideal candidate will be excited by this unique opportunity to work in one of California’s premiere cities as part of a dynamic management team. The selected candidate will be a quick learner, self-starter and team player whose successful contribution will uphold Irvine’s tradition of excellence. He/She will have demonstrated a record of strategic human resources management, developing and implementing programs, and performing complex policy analysis. The HR Administrator will have responsibility for planning, organizing and directly participating in the operations of major human resources functions with city-wide impact, which may include recruitment, organizational development/training, policy formation and interpretation, labor/employee relations, performance appraisal/pay for performance, workers’ compensation, benefits administration, and classification/compensation programs. The ideal candidate will also possess strong leadership abilities and problem solving skills, be adaptable and able to work effectively in a fast-paced environment with dynamic and changing issues.

This person should be intuitive, perceptive and know when to lead and when to support. He/She should be able to multi-task, prioritize work, maximize efficient and effective use of resources, participate in complex staff work, and be accountable for personal performance. The incumbent must possess the ability to align workforce performance with Irvine’s organizational goals. In addition, he/she should be able to establish and maintain effective working relationships with department directors, labor representatives, city staff and the general public.

Requires bachelor's degree in Personnel Administration, Human Resources, Public Administration, or related field and six years progressively responsible municipal personnel management experience or any combination of education and experience that provides equivalent knowledge, skills and abilities. Desirable Qualifications: Master Degree.
